depends on what bluetooth software you are using. if using blue soleil which is one of the most popular just click on the orange circle in the center. this will search for your devices. when it find the device you want to transfer to click file transfer, then drag the files to the transfer list on the right, then click transfer.
are you using (on your phone) the find me option ? when you get a connection your phones pics etc will appear on the screen as a shred folder. Simply drop & drag the file from your pc into that folder and all should be well
possibly try a different bluetooth dongle? otherwise, check the bluetooth settings in control panel. is it set to recieve?
search for devices,locate your pc’s name..then set as aurtorized.happy sending.
